NCERT is an independent institution established by the Indian government in 1961 to help and assist the state legislature with programs and policies aimed at improving educational quality. They have their headquarters in Delhi and try to incentivize education as much as possible. They do this by providing affordable education. The government utilizes subsidized paper to print NCERT books, which is among the reasons for their low cost. With independent publishers, however, that's not the case. Paper costs have risen by a minimum of 15% in the previous several months.
